The Flinch We Forgot

The doorbell rings. A box sits on the step: taped, unmarked, and ordinary. For most people reading this in the United States, the next half second holds nothing at all. You open it, you carry it inside, you forget it by dinner.

For a growing number of us, that half second holds a flinch. A flicker of what if, gone before it fully arrives, a reflex built somewhere far from this particular doorstep.

I did not learn that reflex from a book. I learned it the way you learn a language before you have words for it, in a country where governments changed hands by force more often than by vote, where the sound in the distance might be a car backfiring and might not be, where safety was never the water everyone swam in. It was the exception you were grateful for on the days it held.

Then I came to a country that has not needed that exception in two hundred and fifty years. Not really. Not since the wars that made it, and those are old enough now to feel more like scripture than memory. One terrible morning in September tried, briefly, to teach thirty million people that flinch in a single day. Nearly three thousand people did not come home from work, or from a flight, that morning, and the families who buried them still carry that date the way I carry the country I left, as something that never fully closes. So do the firefighters and first responders who walked into those towers while everyone else ran the other way, and the ones among them who never walked back out. Then the wound healed the way skin does, and the scar tissue and the reflex it should have left behind mostly did not take. I do not say that as a criticism.

It might be the rarest achievement in the history of nations: a country so consistently safe that its own citizens have the luxury of forgetting what safety costs to keep and forgetting it so completely that even asking the question can sound paranoid.

I want to write about that luxury honestly, on the anniversary that makes honesty easiest, because the work I do sits at the intersection of two things people insist are opposites: protecting a human being and protecting a country. I have come to believe they are the same discipline, wearing two different coats. This is the case for why, and it starts with two people who love fiercely and still cannot quite see it.


Someone I've come to know through this work told me once that they would fund anything in the fight against cancer. No pitch required, no due diligence beyond the cause itself. They lost a spouse to it, and some part of them has been trying to win that fight by proxy ever since. I believed them completely and without a shadow of doubt, because grief that is specific does not lie.

The same person told me, in the same conversation, that they do not fund what they called defense, because they do not support wars. Another investor I have spent time with, who has built an investment career funding the future of women's health, said something close to it when the subject turned to national resilience. Her attention, understandably, was already spoken for.

I used to hear these as two different positions, one generous and one guarded. I no longer do. I think they are the same fear, arriving from two directions: the fear of standing helpless while something you love is taken from you. One of them watched it happen inside a hospital room. The other has simply never had to watch it happen at all and would rather not imagine the version where she does. Neither is a small fear. Neither deserves to be argued out of existence, because grief and its opposite, the desire never to feel it, are not arguments. They are weather systems. You do not win against the weather. You build to withstand it.

I remember the way their voice changed when they talked about the last year of treatment, how they described learning the names of proteins the way other people learn a foreign language, out of pure necessity, because knowing the enemy felt like the only form of control still available to them. I have never heard them talk about national security with anything close to that same urgency. Why would they? Nothing has ever come for them that way. Their fear has a face and a name and a date on a headstone. Hers, the other investor who funds women's health, has a face too, just a different one, built from every story she has heard from women who were dismissed by a doctor, delayed by a system, told to wait and see. Neither of them is short on empathy. They are both simply pointing all of it in the one direction where they have already seen the wound up close.

But I have started to wonder whether the line between these two fears is a great deal thinner than either of them thinks it is, and whether the thing that would prove it is not an argument at all, but a piece of hardware.

One founder I evaluated is building a scatter-free, narrow-beam CT system for breast cancer, a compact, gantry-free scanner that replaces the painful compression of a standard mammogram with clearer three-dimensional imaging. The company's own stated ambition reaches further than that first product: the same underlying platform, they say, is built to extend beyond breast imaging toward earlier detection of other diseases, stroke among them, as the technology matures. Alongside the scanner, the company has built something rarer: high-fidelity digital models of breast tissue, and physical phantoms built from real anonymized patient scans, used to train the diagnostic AI on far more data than actual patients could ever safely provide, without the bias baked into a training set drawn from whoever happened to walk through one hospital's doors. That is not a small technical detail. It is the difference between an AI model that has only ever seen the patients of one health system and one built to generalize across all of them. That work alone is worth funding on its own terms. It is exactly the kind of thing the person who lost a spouse to cancer would fund without blinking, and they should.

But sitting across the table from that founder, I kept thinking about a different founder entirely: a fabless chip designer building edge AI processors for military constraints on size, weight, and power, the kind of environment where most chips built for the comfort of a data center, with unlimited access to electricity and the cloud, simply cannot operate at all. The efficiency numbers are almost absurd, roughly thirty trillion operations for every watt of power spent, which is the difference between a sensor that needs a data center's worth of electricity and one that can run for hours on a battery the size of a deck of cards. Security is built into the chip itself, not added afterward: post-quantum cryptography and a hardware root of trust baked into the architecture from the first design review, not bolted on once a customer finally asked for it. Built on a fully domestic supply chain, too, which matters more now than it used to. Almost every semiconductor founder I meet these days is chasing the same trophy, more compute for a data center at enterprise scale, more speed for a model that will answer questions a little faster than the last one. Almost none of them are chasing this instead: less power, not more, spent staying alive and accurate in a place with no power to spare. That is, I think, one of the most overlooked categories of talent working in technology right now, and it rarely gets the applause the data center chips get.

Two founders, two pitch decks, two industries that do not read each other's trade press. But the underlying problem was the same one, solved twice, in two different rooms: how do you keep a system seeing clearly and deciding correctly when the power, the connection, or the environment itself cannot be trusted?

Once I saw that, I could not unsee it. A CT scanner does not need a live connection to capture an image. That part has always happened locally, inside the machine, the way it has for decades. What still depends on a connection, almost everywhere in medicine today, is the expertise wrapped around that image: a radiologist reading it from elsewhere, a technologist operating the console itself from a command center hundreds of miles away, a specialist confirming what the scan shows. That is already a real product, sold today, precisely because it is a good answer to the problem of access, letting one expert cover facilities that could never staff one on their own. It is a much worse answer to the problem of denial, when the connection itself is degraded, jammed, or simply not there, because an expert on the other end of a cloud link cannot help a patient it cannot reach.

That is the actual gap the second founder's chip is built for: not replacing image capture, which was never the bottleneck, but carrying real diagnostic judgment onto the device itself, so a system can still produce a meaningful first read when the network a hospital would normally lean on cannot be reached. Shrink the CT system's housing, harden it, and pair it with that kind of edge processing, and it becomes something else entirely: a diagnostic system that can ride into places a hospital's usual network never quite reaches. I proposed exactly that pathway to the first founder: a different form factor, built for ambulatory and denied-environment use rather than a fixed hospital suite. A handful of cities already run mobile stroke units, ambulances with a scanner on board, and even those depend on a live video link to a neurologist to decide what to do with what the scanner finds. Almost everywhere else in this country, an ambulance is still, technologically speaking, just a very fast room. It must reach a hospital and a signal before a real diagnosis can start.


I have seen exactly this gap up close. When I first arrived in this country, I worked nights in the emergency department at UF Health, a Level I trauma center, while attending the University of Florida full-time during my junior and senior years. A helicopter came in once, carrying a mother and her newborn, flown in from a stretch of rural north Florida, far from anywhere, farther still from the glitz of a city like Miami. The baby was blue and had died before the helicopter ever touched down. The mother's screaming is the kind of sound that goes through a building, through everyone working in it, through you, and it has stayed with me every year since, some nights more than others.

I think about that helicopter every time I think about what the same underlying breakthrough imaging this precise, trained on this much AI-generated data, could someday do carried into a setting nobody built it for yet: an early, accurate read on a newborn in distress, minutes sooner, in the air, before the runway is even in sight. That is not what this company is building today. It is the pathway I proposed, because once you have watched a real breakthrough happen in one narrow room, it is hard not to wonder what else the same idea could solve. That is what changes the math on a highway outside a town with no trauma center for forty miles, and in far harder places than that. Something built to survive the realities of a battlefield could, encased in a different housing, save lives without ever coming near one.

We already have proof that this kind of migration is not a metaphor. It is exactly how technology moves. The satellite system that tells your phone where you are was not built for your phone. It was built by the military, to guide missiles, and only opened for civilian use decades later, after a tragedy involving a commercial airliner made the cost of not sharing it too obvious to defend. Today it routes ambulances, farm crops, and settles custody disputes about a dropped pin on a map, and almost nobody who uses it daily has any idea it was born on the other side of the fence we build between "defense" and "everything else."

The network that eventually became the internet has the same origin story. So does the LIDAR now guiding passenger cars down a highway and mapping coastlines for climate researchers, refined for military targeting and terrain work decades before either of those civilian uses existed. So does artificial intelligence itself, a field quietly funded in large part by defense research since the 1950s, long before a chat interface made it visible to nearly everyone at once in 2022. Siri has the same arc in miniature: born out of a research project with defense funding behind it, acquired by Apple in 2010, and sitting inside nearly every iPhone within about a year of that. So does a surprising amount of what keeps a modern hospital running. And the list goes on and on.

Steven Johnson's book How We Got to Now chases exactly this pattern, how a breakthrough in one room quietly rewires a room nobody expected it to touch. Refrigeration did not just chill food; it reshaped where cities could grow and how far people could live from a farm. Glassmaking did not just give us windows; it gave us the microscope, and eventually germ theory. The network that eventually became the internet was, in its first years, a way for military researchers to keep talking to each other if a single hub went down. Nobody in that first small room of engineers was thinking about a hospital scheduling system, or a child doing homework during a global pandemic, or a woman in a rural clinic pulling up a specialist's notes from three states away. The line from a CT scanner to a battlefield to an ambulance on a rural highway is not a metaphor I am reaching for to make my point land. It is the same line Johnson kept finding everywhere he looked, in field after field, whether anyone was trying to draw a link on purpose or not.

And once you see it, the whole idea of "defense" as a separate, lesser category of investment starts to look less like a moral position and more like a failure of imagination, an accounting error dressed up as an ethic. The two people I described earlier are not wrong about what they love. They are only wrong about where the border sits between the thing they love and the thing they are avoiding, and that border, it turns out, was never where either of them thought it was.


What already worked, and what still hasn't

I want to ask a harder question plainly now, because avoiding it would be its own kind of dishonesty: could September 11th happen again today?

The honest answer is that the exact method could not. Cockpit doors are hardened now, permanently. Passengers do not sit still and wait for a negotiation anymore; they fight, because the last group of them taught everyone who came after exactly what waiting costs. Those two fixes closed the specific door that was used that morning, for good.

But the deeper problem that morning revealed was never really about box cutters. It was about a gap between how fast a threat can move and how slowly an institution can learn to see it coming. That gap did not close. It moved. It’s still wide open.

We know, because our own government has said so in testimony this year, that techniques refined in conflicts overseas, drones flown in coordinated groups, navigation signals jammed or faked outright, are increasingly within reach of ordinary people acting alone or in small groups, here, on ordinary evenings, near ordinary buildings. Utility regulators are already logging drone flights near power substations that look less like curiosity and more like reconnaissance, testing how fast someone would respond before they ever needed to find out for real.

The airspace above a stadium, a hospital, or a power plant is now, quietly, part of that building's security, whether we have finished deciding how to treat it that way or not. National legislation meant to coordinate a response to this arrived only this year (2026), which tells you plainly how far the capability had already outrun the governance built to hold it. And even the countermeasures most people assume still work are already dated. Jamming a signal only helps if the threat is still relying on a signal to jam; a growing share of them, observed in recent wars, no longer do.

The screening we still lean on hardest, the one at every airport checkpoint in the country, has been tested for over a decade by our own government's undercover teams, and has failed those tests at rates the government does not publish anymore, because the numbers stopped being good press. Not once. Repeatedly, across administrations, across years. The information-sharing centers built specifically because nobody connected the dots in 2001 still work unevenly today, state by state, with no single independent body auditing the whole network to say, with confidence, whether it would catch the next 9/11.

None of what I am saying is meant to produce despair. It is the plainest possible argument for what resilience is actually for, and it has almost nothing to do with combat. Sun Tzu wrote, more than two thousand years ago, that the finest skill in war is winning without ever having to fight. Resilience, in the sense I mean it here, is exactly that: the unglamorous, mostly invisible work of making a system too well defended to be worth attacking in the first place. Nobody throws a parade for the airplanes that never hit a tower, or the nuclear power plant substation whose response time was too fast to beat. That invisibility is the entire point of the work, and it is also exactly why it is so easy to dismiss and underfund. You cannot see the thing it prevented. You can only ever see the thing it failed to do.

This is, I think, the hardest part of the whole argument to sit with, harder even than the money. Prevention asks an institution, and an investor, to spend real resources on a future that, if the spending works, will look exactly like nothing happened. There is no ribbon-cutting for an attack that never got planned because the planning was never worth the trouble. There is no headline for the year nothing went wrong. We have built almost none of our incentives, financial or emotional, to reward that kind of silence, which may be the single biggest reason this gap keeps reopening every generation instead of staying closed once someone finally pays focused, sustained attention to closing it.

But it would be dishonest to end this section on the gap alone, when the same story already contains proof that the fix is possible. A hardened door and a change in how three hundred strangers behave under threat did not almost close a vulnerability. They closed it completely, for every flight that has taken off since. That is not a small thing to prove. It means the obstacle was never that resilience is unaffordable or unbuildable.

The obstacle is that we tend to fund it only after the worst morning, rather than before it. The equivalent fix for the gap that is still open, the one living in the invisible sky and the electromagnetic spectrum rather than in the cabin of an airplane, increasingly looks like the kind of chip the second founder in this essay has spent years building: processing that lives on device instead of the far end of a fragile cloud connection, so a system keeps seeing and deciding correctly even when the connection itself is the thing under attack. That is not a hopeful hypothesis. It already exists, in early, fundable form, for exactly the reason the earlier fixes did: someone finally decided the cost of waiting was higher than the cost of building.


The luxury of not knowing

I want to be careful here, because this next part is the one most likely to be misread as an accusation, and it is not one.

There is a kind of knowledge that only arrives by having felt a system fail you. People who have lived through a coup d'état, a currency collapse, a war that arrived at their own front door, carry a deep working knowledge of how fragile order is, and that experience cannot be taught in a classroom. It has to be lived first. Immigrants carry a version of this too, though never a single version; a family that fled violence and a family that came chasing opportunity hold two entirely different relationships with the word safety, shaped by two entirely different histories, and I do not want to flatten either one into a slogan for the sake of a tidy sentence.

What I will say plainly is this. A country that has gone two hundred and fifty years without that lesson landing more than once, briefly, on one morning, is not lucky by accident. It is the product of decisions, expensive and mostly invisible, made across generations by people whose names almost nobody will ever learn. Citizens born entirely inside that stretch of good fortune are not wrong to feel safe. In a very real sense, they are correct to feel that way; the feeling is earned, even if they did not earn it themselves.

But there is a real difference between feeling safe and knowing what the feeling is actually made of. I have watched newer arrivals to this country flinch at fireworks on this very holiday, before their bodies learn the difference between celebration and danger, and I have watched their American-born children laugh at the same sound without a second thought. That gap, played out in one family, across generations, is the whole essay in miniature. Neither reaction is wrong. But only one of them still remembers what the other one is standing on, and I have come to believe that a great deal of what looks like indifference toward resilience is not indifference at all. It is simply that gap, unnoticed, because nobody ever had a reason to notice it before.


What it costs

I do not want to write around what this costs, because softening it would be its own kind of dishonesty, and this essay cannot afford that shortcut.

Resilience has a price, and it is not measured only in capital. It is measured, sometimes, in the people who wear a uniform and carry risk the rest of us are spared from carrying. It is measured in the families who wait for a call they hope never comes. It is measured in the capital that does not go somewhere else instead: a school, a hospital wing, a clean water system, because it went here rather than there. Anyone who tells you this tradeoff does not exist is not being kind to you. They are simply choosing not to look at it directly.

But the absence of that cost is not actually free either. It is only invisible, right up until the specific morning it stops being invisible. That is the entire lesson of one morning in September, told without the softening we usually give it: the bill for underinvestment does not disappear just because nobody has paid it in twenty-five years. It compounds quietly, in the widening gap between what a threat can do and what an institution has been asked to prevent, until someone finds it. I am not arguing that resilience is worth funding because it is noble. Nobility is not a number on a term sheet. I am arguing it is worth funding because the alternative is not actually free. It only looks that way from inside a long stretch of good luck.


Fifty years from now

I keep a mental picture of the next big anniversary, the three-hundredth, and I think about what I would want to be true by then. Not about our country in the abstract, and not just about the small, specific decisions the founders I work with get to make, one term sheet at a time, but about something wider than either of us: what an entire generation of capital, spread across thousands of funds and firms most of us will never sit across a table from, decided to believe about how these three things relate to each other.

I suspect I am not alone in this feeling, even if very few of us have said it out loud. Enough people I talk to, in health, in infrastructure, in resilience-adjacent work nobody quite wants to call defense, seem to be circling the same recognition from different directions: that a body's health, a nation's resilience, and a species' longevity were never three separate causes competing for the same limited attention, no matter how our thematic strategies and our moral vocabularies have organized them. They behave like the three legs of one stool. Take one away and the thing does not become two-thirds as useful. It falls over, and everyone sitting on it falls with it. If that recognition spreads past my own conversations and into the wider habits of how capital gets allocated across an entire field, that would be a bigger outcome than anything one fund could claim credit for, and it is the outcome I would actually want written down at the next big anniversary.

I would want the investor who has spent her career funding women's health to look at a piece of resilient infrastructure and see her own cause looking back at her, not a competitor for her attention, but a cousin of it, built from the same underlying approach chasing the same goal from a different angle. I would want the person who lost a spouse to cancer to see that the chip keeping a rural ambulance capable of a real diagnosis without cell service is not a separate fight from the one they have already given everything to. And I would want that same recognition sitting quietly behind decisions being made in rooms I will never be in, by people I will never meet, long after anyone remembers which fund, or which person, said it first.

That is not a fundraising pitch, though I will admit freely that it can double as one. It is closer to a prayer, said out loud instead of silently, because I’m learning that saying a thing out loud is usually the first step toward making it true, and a prayer said in public has a way of finding other people who were already praying the same one, quietly, alone.


There is a moment in the Bhagavad Gita where Arjuna, standing on a battlefield full of his own kin, simply lays down his weapon. He would rather do nothing at all, he tells Krishna, than take part in what is coming. It is one of the most human moments in any spiritual text ever written: a good man, paralyzed by love, mistaking withdrawal for virtue. Krishna's answer to him is not that violence is good. It is that grief, left ungoverned, can convince even a good person that looking away is the same thing as doing no harm, when it almost never is. Act, Krishna tells him, and loosen your grip on how it turns out. That is the only kind of courage available to someone who has already seen too much to pretend the stakes were never real.

I think about that discourse every time I hear someone say they do not invest in the resilience of a country because they do not support wars. I recognize the impulse completely, because it comes from the same place as loving someone enough to fund a cure for what took them. But looking away from what keeps a system standing is not neutrality, no matter how much it might feel that way from the inside. It is just a quieter way of hoping someone else pays for it instead.

The doorbell rings. Somewhere, right now, a woman gets a diagnosis eleven minutes sooner because a chip built for a battlefield found its way into a hospital by a route nobody planned.

Somewhere else, an ambulance keeps working on a stretch of highway with no signal, because the same chip, in a different form factor, can still produce an accurate read with no network to lean on, and buy a newborn baby in distress the minutes that, one night many years ago, a medical response team and an emergency room full of experts did not have.

Two hundred and fifty years in, that is the only kind of resilience worth writing about on an anniversary like this one. Not the kind that waits for the worst morning of your life to prove its value, but the kind that was already there, quietly, the whole time, built by people who understood something the rest of us were finally free enough, and safe enough, to forget: that most people never have a reason to flinch at all, and that not flinching was never the natural state of things. It was always, from the very beginning, the whole point of the work.
